2. On November 13, 2023, China NMPA issued a notice regarding the encouragement of innovation and standardized management of new cosmetic ingredients.

The key points include:

-Encouraging the development of new cosmetic ingredients by combining traditional Chinese advantages and unique plant resources, and supporting the use of modern scientific and technological research and innovation in cosmetic ingredient development.

-After the filing of new ingredients and their association with cosmetic products on the cosmetic registration and filing information service platform, NMPA shall organize technical verification of the registered ingredients. If necessary, on-site inspections and extended examinations may be conducted.

-NMPA will further strengthen the encouragement of innovation and supervision of new ingredients. This will be achieved through the establishment of a communication mechanism for new cosmetic ingredients, the publication of technical guidance principles, and other methods to provide timely guidance on the research, use, and management of new cosmetic ingredients.

1. On November 5th, the 6th China International Import Expo (CIIE) opened in Shanghai. In the cosmetics industry, international beauty giants such as L'Oréal, Estée Lauder, Shiseido, Coty, Procter & Gamble, Unilever, Amorepacific, Kao, and Henkel all participated in the exhibition.

2. On November 6th, Tmall Global reached strategic partnerships with 100 new imported brands at the 6th CIIE. This includes Nutrafol, an oral hair growth brand under Unilever, and BABOR, a professional skincare brand from Germany. Besides, this year's "Double 11 Online Shopping Festival", Tmall Global saw a year-on-year growth of over 100% in transactions for 1,540 overseas brands, with 593 of them being newly introduced overseas brands, doubling their transaction volume.

3. On November 7th, China Customs released the major data for imports and exports in October in China. In October 2023, the import quantity of cosmetics and personal care products was 31,900 tons, with a value of 11.61 billion RMB. From January to October, the cumulative import quantity was 305,400 tons, with a value of 107.93 billion RMB.

4. On November 8th, China‘s leading skincare company the Botanee Group signed an agreement with the Saint Louis Hospital Skin Research Center in France, announcing the official establishment of the Botanee Group's French Research Center.
