EU Regulations on Methyl-N-methyl anthranilate in Cosmetics

From 21 August 2022 cosmetic products containing Methyl-N-methyl anthranilate (M-N-MA) (CAS No 85-91-6) and not complying with the restrictions shall not be placed on the Union market. From 21 November 2022 cosmetic products containing that substance and not complying with the restrictions shall not be made available on the Union market.

EU Commission Calls for Data on Ingredients Used in Cosmetic Products

The Commission would like to invite any interested parties, including academic and other research institutes, EU countries’ authorities, manufacturers of cosmetic products, raw material producers and suppliers, and consumers associations, to submit data, scientific evidence, and information relevant to the identification of salicylic esters in cosmetic products that are metabolized to Salicylic Acid, including but not limited to, data on physchem, metabolism, kinetics, skin penetration, etc.

Philippine

Philippine FDA Updates and Amendments of Cosmetic Ingredients

On 12 September 2022, the Food and Drug Administration of Philippine (FDA), after adopting and implementing the Association of Southeast Asian Nations (ASEAN) Harmonized Cosmetic Regulatory Scheme and the ASEAN Common Technical Documents, released Circular No.2022-006. The following are the updates and amendments on cosmetic ingredients and their restrictions as indicated in the ASEAN Cosmetic Directive (ACD)Ingredient Annexes.

Climbazole is allowed for use in cosmetic products as a preservative.

Titanium Dioxide is not allowed in cosmetic products except subject to restrictions and conditions laid down.

4-(3-ethoxy-4-hydroxyphenyl)butan-2-one (HEPB) is allowed for use in cosmetic products as a preservative.

This Circular shall take effect fifteen (15) days after its publication in a newspaper of general circulation and filing with the University of the Philippines.

Korea

Korea Prohibits 5 Ingredients for Cosmetics

On 5 September 2022, five ingredients, including O-aminophenol, M-Phenylenediamine HCl, M-Phenylenediamine, Catechol, and Pyrogallol were added to the list of prohibited ingredients for cosmetics, having regard to the revised draft on the Cosmetic Safety Standards and Other Related Provisions released by the South Korean Ministry of Food and Drug Safety (MFDS).

 

Vietnam

Vietnam Amendments on Cosmetic Ingredients

On 26 July 2022, the Drug Administration of Vietnam released an announcement No. 7048/QLD-MP. The following are the updates and amendments on cosmetic ingredients.

  • Deoxyarbutinis is not allowed in cosmetic products.
  • New restrictions and conditions are added for some cosmetic ingredients. Detailed information is listed in Table 1.

The announcement shall take effect from the date of issuance. 18-month of grace time is given.
