EU SCCS - Request for a scientific opinion on UV-Filter Benzophenone-4

Benzophenone-4 is currently regulated as a UV-filter in sunscreen products in a concentration up to 5 % (Annex VI/22). Benzophenone-4 absorbs UV light across a broad range of UV wavelengths and, therefore, protects the skin from damage by UVB and UVA light. In addition, in the European database for information on cosmetic substances and ingredients (CosIng) Benzophenone-4 is also reported with the functions of ‘UV-stabiliser’ and UV-absorber’ protecting cosmetic formulations against sunlight. 

However, Benzophenone-4 presents a potential risk for endocrine disrupting. Therefore, on 18 April 2023, the SCCS issued a request for a scientific opinion on the following questions:

(1) In light of the data provided and taking under consideration the concerns related to

potential endocrine disrupting properties of Benzophenone-4, does the SCCS consider

Benzophenone-4 safe when used as UV-Filter in cosmetic products up to a maximum concentration of 5%?

(2) Alternatively, what is according to the SCCS the maximum concentration considered safe for use of Benzophenone-4 in cosmetic products?

(3) Does the SCCS have any further scientific concerns with regard to the use of Benzophenone-4 in cosmetic products?

Stakeholders have 9 months to submit scientific data on the safety of Benzophenone-4 in cosmetic products.

EU SCCS - Request for a Scientific Opinion on UV-Absorber Benzophenone-1

Benzophenone-1 is used in various rinse-off and leave-on cosmetic products since it is able to absorb and disperse ultraviolet (UV) radiation, protecting, therefore, the respective product formulation from the damaging effects of UV radiation.

However, Benzophenone-1 presents a potential risk for endocrine disrupting. Currently, Benzophenone-1 is not regulated under the Cosmetic Regulation (EC) No. 1223/2009. Therefore, on 18 April 2023, the SCCS issued a request for a scientific opinion on the following questions:

(1) In light of the data provided and taking under consideration the concerns related to

potential endocrine disrupting properties of Benzophenone-1, does the SCCS consider

Benzophenone-1 safe when used as a light stabilizer in cosmetic products up to a maximum concentration of 2%?

(2) Alternatively, what is according to the SCCS the maximum concentration considered safe for use of Benzophenone-1 in cosmetic products?

(3) Does the SCCS have any further scientific concerns with regard to the use of Benzophenone-1 in cosmetic products?

EU SCCS - Request for a Scientific Opinion on Triphenyl Phosphate in Nail Products

Triphenyl Phosphate is used as plasticiser in nail products, including nail polishes, enamels, or manicuring preparations. However, Triphenyl Phosphate presents a potential risk for endocrine disrupting. Currently, Triphenyl Phosphate is not regulated under the Cosmetic Regulation (EC) No. 1223/2009. Therefore, on 18 April 2023, the SCCS issued a request for a scientific opinion on the following questions:

(1) In light of the data provided and taking under consideration the concerns related to

potential endocrine disrupting properties of Triphenyl Phosphate, does the SCCS consider Triphenyl Phosphate safe when used as a plasticiser in nail products up to a maximum concentration of 5%?

(2) Alternatively, what is according to the SCCS the maximum concentration considered safe for use of Triphenyl Phosphate in nail products?

(3) Does the SCCS have any further scientific concerns with regard to the use of Triphenyl Phosphate in nail products?

Brazil Prohibits Animal Testing for Cosmetics

On March 1, 2023, Brazil's National Council for the Control of Animal Experimentation (The Concea) announced a measure prohibiting animal testing for cosmetics except in human beings. The measure states it is mandatory in Brazil to adopt alternative methods to reduce the use of animals.
