Background

Compared to developed countries, China’s cosmetic ingredient industry started later but has been growing rapidly. Since the introduction of the Cosmetics Supervision and Administration Regulation in 2020, a series of related regulations for the registration and notification of new cosmetic ingredients (NCI) have been issued, significantly boosting the rapid development of China's NCI market. Since 2021, 172 NCIs have been successfully notified (including 2 that have been canceled), with 55 new ingredients notified in 2024 alone, demonstrating strong growth.

 

For international stakeholders, China’s market holds enormous potential but also presents multiple challenges. These include animal testing requirements and differentiated application procedures for various types of NCIs, which are essential hurdles to overcome when entering the Chinese market.
