From July 23 to August 5, 2025, 5 new cosmetic ingredients were notified with the China National Medical Products Administration (NMPA).
The technical requirements for the 5 new cosmetic ingredients mentioned above have not been disclosed, and they have not yet entered the safety monitoring period.
In December 2021, Shanghai Jahwa United Co., Ltd., together with Jiangsu Hengshun Vinegar Ind Co., Ltd., filed two patents related to Saccharomyces/Rice Ferment Filtrate Extract, one for its potential in treating eczema (CN 113855609 A), and another for anti-aging applications (CN 113855765 A).
The extract is derived from fermented glutinous rice and is rich in polyphenols (≥6.34%) and flavonoids (≥2.28%), with potential uses in pharmaceuticals, supplements, and skincare products.
Founded in 1898 and listed in 2001, Shanghai Jahwa is a major Chinese cosmetics company known for brands like Herborist, Six God, and Dr. Yu, and has been actively investing in innovative ingredients and biotech-based skincare solutions.

Penthorum chinense, a traditional medicinal herb, grows at altitudes between 90 and 2200 meters in forested areas, shrub meadows, and near water sources. It is found in eastern and southwestern China, as well as in the Russian Far East, Japan, and Korea. The whole plant is used in traditional medicine for its sweet and warm properties—believed to promote diuresis, reduce dampness, relieve pain, and treat conditions such as jaundice, edema, and bruises. Its young shoots are also edible.

The notifier, established in 2015, specializes in the development and production of traditional Chinese herbal extracts and cosmetics. Since 2021, the company has filed two NCIs: Gynura procumbens extract and Penthorum chinense leaf/stem extract.
In March 2024, the notifier, in collaboration with Veminsyn Biotech—a company that previously submitted the NCI Epiphyllum Oxypetalum Callus Extract(Notification 20250033) with the support of ZMUni—jointly filed a patent titled: Paeonia Suffruticosa Callus Extract, Its Preparation Method and Applications (CN117815148B).
According to the patent abstract, the peony callus extract developed through this method contains a higher concentration of active functional components and demonstrates enhanced soothing and anti-aging effects.
Previously, another peony-derived ingredient, PAEONIA DELAVAYI Seed Oil (Notification 20250065), was also successfully notified as an NCI. In addition, several peony-related ingredients have already been included in the Inventory of Existing Cosmetic Ingredients in China (IECIC) List I.
