China implemented the Measures for Supervision and Administration of Toothpaste on December 1, 2023. According to the Measures, imported toothpaste must be filed with the National Medical Products Administration (NMPA) prior to importation.
In March 2024, the NMPA issued 15 new toothpaste testing methods, including the "pH Value Testing Method for Toothpaste," which were incorporated into the Technical Safety Standards for Cosmetics (2015 Edition). These new testing methods will take effect from December 1, 2024.
