China Issues Major Update to IECIC: Two-Tier Management and Dynamic Online Access

On June 24, 2025, China National Medical Products Administration (NMPA) issued an important announcement regarding significant adjustments for the Inventory of Existing Cosmetic Ingredient in China (IECIC).

 

Detailed adjustments are as follows:

 

1. Introducing Two-tier Inventory System

 

  • List I includes revisions and improvements to the IECIC 2021.

  • List II covers new cosmetic ingredients that have completed their three-year safety monitoring period and are now officially included in IECIC.

 

*Background: In accordance with the Cosmetics Supervision and Administration Regulation, cosmetic ingredients that have completed the three-year safety monitoring period after being registered or notified as new cosmetic ingredients—without any safety issues—are to be included in the IECIC.

 

2. Several Updates to List I and List II

 

Based on the IECIC 2021, the item "maximum historical use level in products" has been removed. And the Chinese names and INCI/English names of certain ingredients have been standardized. Notes related to specific ingredients have also been updated in line with the Safety and Technical Standards for Cosmetics 2015.

 

List II includes two new cosmetic ingredients—Acetylneuraminic Acid and β-Alanyl Hydroxyprolyldiaminobutyroyl Benzylamide.

 

3. Dynamic Update Mechanism

 

The NMPA has established a dynamic adjustment mechanism for IECIC. Updates will be made on an ongoing basis, based on scientific research progress, industry development, and regulatory needs. This includes additions, corrections, and refinements.

 

4. Digital Public Disclosure

 

From the date of this announcement, the NMPA will no longer issue announcements for IECIC updates. Instead, the latest version and its adjustment explanations will be published proactively and in a timely manner on the official NMPA website.
