On October 31, Chinese authorities including the Ministry of Finance, Ministry of Commerce, Ministry of Culture and Tourism, General Administration of Customs, and State Taxation Administration jointly issued the Notice on Improving Duty-Free Store Policies to Support Consumption. Effective November 1, 2025, the policy aims to further stimulate consumption and promote the healthy development of duty-free retail.
The updated policy expands product categories in duty-free stores, adds more portable consumer goods, including mobile phones, mini drones, sports goods, health foods, over-the-counter medicines, and pet food, and streamlines store approvals and operations while enhancing online pre-order and pick-up services. Among these changes, the inclusion of health foods and pet food is noteworthy, allowing consumers to purchase high-quality imported and domestic products at convenient duty-free prices.
This adjustment represents a significant opportunity for both domestic and overseas health food and pet food manufacturers and retailers. By officially including health supplements and pet food in the duty-free retail scope, the policy opens up convenient duty-free channels for high-quality imported products, allowing overseas companies to reach more Chinese consumers, increase brand exposure, and potentially boost sales in a growing and fast-evolving market.
