Definition of Pet Food/Feed in China

According to the "Regulations on Pet Feed Management," pet feed (commonly known as pet food) refers to products processed and manufactured for direct consumption by pets through industrialized processes. This includes pet compound feed, pet additive premix feed, and other pet feed.

 

Regulatory Requirements for Pet Food/Feed in China

The feed ingredients and feed additives used in pet food should comply with the requirements of the "Catalog of Feed Ingredients" and the "Catalog of Feed Additive Varieties" and adhere to the provisions of the "Catalog of Feed Additive Varieties" and the "Safety Usage Specification for Feed Additives."

Pet food packaging should be accompanied by labels that comply with the requirements of the "Regulations on Pet Feed Labeling." Labels of pet feed products produced and sold within the territory of the People's Republic of China should include information such as product name, ingredient composition, guaranteed analysis of product components, net content, storage conditions, instructions for use, precautions, production date, shelf life, name and address of the production enterprise, license document number, and product standards.

The hygiene indicators of pet food products should comply with the requirements of the "Regulations on Pet Feed Hygiene," which cover inorganic pollutants and nitrogen compounds, fungal toxins, natural plant toxins, organochlorine pollutants, and microbial pollutants.

 

Approval and Management of Pet Food Catalog

 China implements a catalog management system for pet feed, feed ingredients, and feed additives. The aforementioned catalog includes the "Catalog of Feed Ingredients" and the "Catalog of Feed Additive Varieties" (collectively referred to as the "Catalog"). New feeds, new feed ingredients, and new feed additives need to go through the approval procedure of the Ministry of Agriculture and be announced by the Ministry of Agriculture to be included in the "Catalog" before they can be used and imported in production. It is typically the case that the approval procedure for new feed ingredients can be included in the approval procedure for new feeds. It is prohibited to use any substances other than those listed in the "Catalog" to produce pet feed, and it is prohibited to sell and import pet feed produced using substances not listed in the "Catalog."

 

Product Import Registration

For overseas companies exporting pet food (excluding pet snacks) to China for the first time, they should apply for import registration from the Ministry of Agriculture and obtain an import registration certificate. The import registration is handled by the overseas company's office in China or a designated agent within China. They need to submit relevant information, including import feed-related information, approval for production from the place of production, registration materials from countries or regions other than the place of production, information on product promotion and application, production processes, quality standards, testing methods, and inspection reports, to the Ministry of Agriculture. Upon approval by the Ministry of Agriculture, the import registration certificate for feed and feed additives will be issued to the applicant.

The validity period of the import registration certificate for feed and feed additives is 5 years. If there is a need to continue exporting feed and feed additives to China upon expiry, the applicant should apply for renewal no later than 6 months before the expiration date. If there are changes to the Chinese or foreign language product names, applicant company name, manufacturer name, or production address, the applicant should apply for changes to the product import registration with the Ministry of Agriculture.

 

Registration of Overseas Manufacturing Enterprises

In addition to the product import registration by the Ministry of Agriculture, overseas manufacturing enterprises should also register with the General Administration of Customs. After passing the review by the competent authorities of the exporting country or region, the overseas manufacturing enterprises can be recommended to the General Administration of Customs. The General Administration of Customs will examine and inspect the recommended materials (as appropriate) before registering them. The registration is valid for 5 years.
