On December 12, 2025, China National Medical Products Administration (NMPA) issued a three-year action plan (2026–2028) to enhance the quality management systems of cosmetics enterprises. The initiative aims to improve product safety, boost industry competitiveness, and promote high-quality development in China's cosmetics sector.
The plan focuses on several key areas:
Emphasizes enterprise responsibility and accountability of key personnel.
Strengthens oversight of registration and filing processes and ensures production consistency controls are effectively implemented.
Promotes comprehensive product lifecycle management.
Encourages batch release procedures, self-inspections, and corrective actions to proactively identify and address quality and safety risks.
Supports smart and diversified production methods to improve manufacturing quality and efficiency.
Encourages enterprises to adopt best practices and serve as industry benchmarks, driving overall sectoral upgrades.
Implements graded and categorized regulatory management based on enterprise quality systems, risk control, and compliance records.
Leverages digital and intelligent regulatory tools, strengthens guidance from industry associations, promotes media communication, and supports talent development and training programs.
Through these measures, the NMPA aims to enhance the effectiveness of enterprise quality systems, improve compliance, and foster collaborative governance involving enterprises, regulators, industry associations, media, and educational institutions. By 2028, the plan targets higher quality management standards, stronger risk prevention capabilities, and a more innovative and competitive cosmetics industry in China.
