China Releases Draft Mandatory Cosmetic Safety Standard: First Revision Since 1987

On March 19, 2026, China's National Medical Products Administration (NMPA) released a public consultation draft of the mandatory national standard titled General Requirements for Cosmetic Safety. The consultation period is open until May 18, 2026.

 

This draft replaces GB 7916-1987 Hygienic Standard for Cosmetics, marking its first revision since 1987.

 

Originally introduced to regulate cosmetic production and safeguard consumer health in China, GB 7916-1987 no longer fully meets current regulatory and industry needs, particularly following the implementation of the Cosmetic Supervision and Administration Regulation (CSAR). Gaps remain in terminology, technical specifications, and management provisions.

 

The revision aims to align the standard with the current regulatory framework and industry practices, and to establish a more scientifically grounded and practical mandatory standard for cosmetic safety in China.

 

Key updates compared with GB 7916-1987 include:

 

  • A "Scope" section has been added (Chapter 1);

  • New terms and definitions have been introduced for cosmetics, cosmetic ingredients, prohibited substances, restricted substances, preservatives, sunscreens, colorants, hair dyes, packaging materials, cosmetic labeling, and children's cosmetics (Chapter 3);

  • Requirements specific to stage makeup products have been removed (Clause 2.6 of the 1987 version);

  • The lists of prohibited substances and prohibited plant and animal-derived substances have been revised (Appendices A and B, replacing Table 2 of the 1987 version);

  • Requirements for storage and transportation have been newly added (Chapter 8).
