China's NCI Approval Updates: New Approvals Highlight Biotech-derived Actives and Botanicals

From August 14 to August 27, 2025, 7 new cosmetic ingredients were notified with the China National Medical Products Administration (NMPA).

The technical requirements for the 7 new cosmetic ingredients mentioned above have not been disclosed, and they have not yet entered the safety monitoring period.

 

Fermented lysates

Notification 20250100 was submitted by GALENIC COSMETICS LABORATORY SAS (France) for a fermented lysate derived from Bifidobacterium longum subsp. Infantis, a widely used probiotic. In May, 2025, this company also notified another ingredient sourced from the same probiotic (Notification No. 20250050).

 

Botanicals

  • Notification No.20250101: Annona Squamosa Fruit Extract

  • Notification No.20250104: Dendrobium devonianum Stem Extract

  • Notification No.20250105: Potentilla glabra Lodd. var. mandshurica (Maxim.) Hand. -Mazz Extract

Among the three botanicals, two notifications came from ingredient suppliers, and one from a cosmetic company.

Dendrobium devonianum Stem Extract was notified by Beijing Dr. Plant Biotechnology Co., Ltd., a plant-based skincare company whose brand, DR PLANT, highlights high-altitude botanicals such as Dendrobium and Cordyceps.

Dihydroresveratrol

Dihydroresveratrol, a derivative of the natural polyphenol resveratrol, is a key polyphenol found in red wine. Unlike resveratrol, its ethylene bridge linking the aromatic rings lacks a double bond. It has been reported in fungi, mosses, ferns, and flowering plants.

Dihydroresveratrol can be produced via chemical or biosynthetic methods. Chemically, it is obtained by hydrogenating resveratrol, while biosynthetic approaches use genetically engineered microbes or plants through metabolic engineering.

 

Baicalin

Baicalin, a flavonoid extracted from the dried roots of Scutellaria baicalensis (Lamiaceae), is a major and characteristic component of the plant. It exhibits a range of pharmacological activities, including antiviral, anti-inflammatory, antibacterial, antitumor, neuroprotective, antioxidant, and hemostatic effects. Besides, several other Scutellaria baicalensis-derived ingredients, including root powder, root extract, and general plant extract, have already been included in the Inventory of Existing Cosmetic Ingredients in China (IECIC) List I.

Urolithin A

Urolithin A is an organic compound from the urolithin family, formed as a metabolite of ellagitannins. It was recognized as a GRAS (Generally Recognized as Safe) food ingredient by the U.S. FDA in 2018. In October 2023, Amazentis SA notified Urolithin A as an NCI in China (Notification No. 20230036).
