China's NCI Approval Updates: Spotlight Bioactive Innovations

From November 18 to 302025, new cosmetic ingredients (NCIs) were notified with the China National Medical Products Administration (NMPA). The technical requirements for the 5 new cosmetic ingredients mentioned above have not been disclosed, and they have not yet entered the safety monitoring period.

 

 

Notification 20250146 - Bloomage

This ingredient notified by Bloomage Bio, is a high-performance, multifunctional cosmetic compound produced via chemical synthesis. Think of it as a "reinforced hybrid" of vitamin C derivatives and hyaluronic acid, cross-linked for enhanced stability and efficacy.

 

It combines the brightening and spot-reducing effects of vitamin C with antioxidant protection against free radical damage and photoaging. At the same time, it delivers hyaluronic acid's deep hydration and water-retention benefits, helping to plump and nourish the skin. In short, it offers antioxidant, moisturizing, and repairing effects in one.

 

This notification marks the 10th NCI completed by Bloomage and its subsidiaries since 2021. Including this notification, a total of four hyaluronic acid derivatives have been notified.

Osmundacetone

Osmundacetone (CAS 123694-03-1 or 37079-84-8, molecular formula C₁₀H₁₀O₃) is a naturally occurring active compound found in Osmunda japonica and Piptoporus betulinus. According to the latest patent "Application of Osmundacetone to Promote Collagen and/or Elastin Production" (CN 119345166 A), this ingredient has been shown to significantly promote fibroblast proliferation and stimulate the production of collagen and/or elastin, offering a novel solution for anti-aging skincare.

 

The Notifer is a wholly-owned subsidiary of Shanghai Jahwa United Co., Ltd., was established in 2003 and serves as a core force for cosmetic ingredient R&D within Shanghai Jahwa. Founded in 1898 and listed in 2001, Shanghai Jahwa is a major Chinese cosmetics company known for brands like Herborist, Six God, and Dr. Yu, and has been actively investing in innovative ingredients and biotech-based skincare solutions.

 

 

Hydroxytyrosol

Hydroxytyrosol is a phenylethanol derivative and a phytochemical compound found in olive oil and olive leaves derived from the olive tree. It possesses good lipid and water solubility, along with strong antioxidant activity. According to CosIng, its manufacturing process is generally described as organic synthesis. It is classified as a skin conditioning agent and a bleaching agent in terms of cosmetic functions.

 

Hydroxytyrosol is one of the more popular ingredients among NCIs, with five separate notifications submitted by different companies since 2021.

 

 

Chimonanthus Praecox Flower Oil

Chimonanthus praecox is a species within the Chimonanthus genus, which is endemic to China, widely distributed, and valued for both its ornamental and medicinal properties, offering significant development potential. Its essential oils are rich in bioactive compounds—particularly phenolics and flavonoids—which exhibit strong antioxidant activity and provide anti-aging and anti-inflammatory benefits.

 

The notifier is a state-owned enterprise funded by the State-owned Assets Supervision and Administration Commission of Beibei District, Chongqing, China. Chimonanthus has been cultivated in Jingguan Town, Beibei District, for over 500 years. Today, more than 100 varieties are planted across tens of thousands of acres, making it the largest Chimonanthus cultivation area in China, with the richest variety resources, the largest flower stems, and the most fragrant blooms. This notification represents another successful application of uniquely Chinese plant resources in the cosmetics industry.
