China's cosmetic electronic label (e-label) pilot program continues to expand at the provincial level, with both Shanghai and Zhejiang officially releasing their first batches of pilot companies.
On January 23, 2026, the Shanghai Municipal Medical Products Administration (Shanghai MPA) announced the first batch of 40 pilot companies for the city's cosmetic e-label program. Shanghai Guiyan Technology Co., Ltd., a wholly owned subsidiary of ZMUni Compliance Centre, was selected as a pilot participant, recognizing its compliance expertise and digital service capabilities.
Shortly thereafter, on January 30, 2026, the Zhejiang Provincial Medical Products Administration released its first batch of cosmetic e-label pilot companies. Zhejiang Zhuangmei Biotechnology Service Co., Ltd., another wholly owned subsidiary of ZMUni Compliance Centre, was also included in the initial pilot list.
The inclusion of ZMUni subsidiaries in both Shanghai and Zhejiang highlights ZMUni's active role in supporting the digital transformation of cosmetic regulation, enhancing consumer access to product information, and enabling efficient and compliant operations for cosmetics companies.
Launched by the National Medical Products Administration (NMPA) on October 20, 2025, China's three-year pilot program for electronic cosmetic labels marks a significant step toward intelligent, data-driven regulatory oversight. Starting February 1, 2026, the pilot will be implemented across Beijing, Shanghai, Zhejiang, Shandong, Guangdong, and Chongqing.
The first batch of 40 Shanghai pilot companies includes leading global brands such as Amorepacific, LVMH, Estée Lauder, Shiseido, Chanel, and L'Oréal, alongside established and emerging Chinese brands including Pechoin, Shanghai Jahwa, and Zhiben. Zhejiang's first batch of pilot companies also features well-known brands such as Proya, Timage, and KOSÉ, reflecting broad industry participation in the program.
