China Plans to Expand Safety Usage Data for Some Cosmetic Ingredient

On February 19, 2025, China's National Institutes for Food and Drug Control(NIFDC) released a notice seeking public input on the Information on the Use of Some Ingredients Included in the Index of International Cosmetic Safety Assessment Data (Draft for Comments). The consultation period will remain open until March 4, 2025.

 

On April 30, 2024, China NIFDC released the Index of International Cosmetic Safety Assessment Data, covering information on 3,651 ingredients. In this Draft, usage information for 979 ingredients has been added, with a total of 2,704 entries updated. This effort is expected to further enhance the data available for cosmetic safety assessments in China.

 

To date, the main official reference catalogs for cosmetic ingredient use in China include the following documents:

 

  • Safety and Technical Standards for Cosmetics (2015 Edition): Annex of restricted substances, permitted preservatives, permitted UV filters, permitted colorants, and permitted hair dyes.

  • Inventory of Existing Cosmetic Ingredients in China (2021 Edition)

  • Ingredient Usage Information of Marketed Products(2025 Edition)

  • Information on the Use of Some Ingredients Included in the Index of International Cosmetic Safety Assessment Data (Draft for Comments)
