China's NCI Approval Updates: Targeted Plant Cell Culture Innovation and Cyclic Peptides

From May 13 to 22, 2026, 7 new cosmetic ingredients (NCIs) have completed notifications with China's National Medical Products Administration (NMPA).

  

 

Plant & Biotech

 

Notification 20260084 - Saussurea Involucrata Callus Extract

This NCI was notified by a subsidiary of Veminsyn Biotech (Zhejiang), with compliance support provided by ZMUni Compliance Center. ZMUni previously assisted Veminsyn Biotech in successfully notifying another NCI, Epiphyllum oxypetalum Callus Extract, continuing to safeguard the compliant commercialization of the company's innovations.

 

The primary active components of Saussurea involucrata are flavonoids and polysaccharides, alongside alkaloids, organic acids, ceramides, volatile oils, trace elements, and amino acids. It shows excellent potential for antioxidant, soothing, and repairing skincare benefits. Developed and produced by Veminsyn Biotech, this Saussurea involucrata callus extract features a uniform color and stable quality achieved through targeted induction. The ingredient is suitable for a wide range of cosmetic applications.

  

Notification 20260085 - Hydroxytyrosol

Hydroxytyrosol is a natural polyhydroxy phenolic compound primarily found in olive branches, leaves, and fruits in lipid form. As a phenylethanol derivative, it offers both oil and water solubility, along with strong antioxidant activity. In recent years, hydroxytyrosol has attracted significant attention in both the food and cosmetics industries due to its outstanding antioxidant performance. This marks the seventh company to notify the ingredient in China, reflecting its growing popularity in the Chinese market.

 

Notification 20260088 - Akebia Trifoliata Fruit Extract

Akebia trifoliata is a deciduous woody vine belonging to the Lardizabalaceae family. The fruit, roots, stems, and seeds of Akebia trifoliata all possess medicinal properties. The fruit, in particular, is noted for its cosmetic and anti-cancer benefits, with some studies have suggested potential benefits in diabetes management. The notifying entity, Shenzhen Boton Flavor Co., Ltd., was established in 1991 as a wholly-owned subsidiary of China Boton Group, operating a diversified business focused primarily on tobacco, food, and daily-use flavors and fragrances.

Notification 20260086 - Hippocampus Abdominalis Extract

 

Derived from the seahorse species Hippocampus abdominalis, this ingredient is rich in amino acids, active peptides, steroids, fatty acids, and trace elements. It shows strong potential in anti-aging, anti-fatigue, and anti-tumor applications. The notifier, Xiamen Golden Biotechnology Co., Ltd. (founded in 2007 and a subsidiary of Xiamen Golden Group), specializes in R&D and manufacturing for disposable hygiene products, anti-microbial/anti-corrosive agents for daily chemical and skincare products, marine peptides, and various functional materials. In collaboration with the College of Ocean and Earth Sciences at Xiamen University, the company has successfully developed and promoted natural marine peptides for antimicrobial and preservative use in personal care products.

 

Notification 20260089 - Euphausia Superba Oil

 

Euphausia Superba Oil, commonly known as  antarctic krill oil, is a novel marine source of Omega-3 fatty acids. Its primary nutritional components include phospholipids, DHA, EPA, and astaxanthin. Krill oil has been proven to exhibit multiple biological benefits, such as promoting brain development, anti-aging, antioxidant, anti-inflammatory, and moisturizing/repairing properties. In China, krill oil was approved as a New Food Ingredient in 2013 by China National Health Commission (NHC), with a recommended daily intake not exceeding 3 grams per day.

Notification 20260087 - Polysilicone-29

Polysilicone-29 was notified by the Shanghai subsidiary of Momentive Performance Materials Inc. According to Momentive's official website, the ingredient is commercialized under the trade name Silsoft™ CLX-E + emulsion, a high-performance hair conditioning agent. It forms a durable, crosslinked network on hair, resulting in improved manageability, reduced frizz, and a soft, radiant appearance without weighing down hair or leaving behind residue. Silsoft™ CLX-E + Emulsion is applicable for various hair care formulations, such as leave-on and rinse-off conditioners, shampoos, serums, oils, treatment ampoules, pre-treatment for hair dyeing, and thermal hair straightening/curling products.

 

Notification 20260090 - Cyclic Octapeptide

For many years, China's developed peptide ingredients have mainly focused on linear peptide structures. However, since 2025, applications of cyclic peptide technologies have been increasing. This ingredient was notified by Botanee Group, currently one of the most active companies in China in terms of NCI notifications. Leveraging Yunnan province's rich botanical resources, Botanee's previous registrations focused heavily on plant extracts. Recently, through its subsidiaries and joint ventures, the group has begun diversifying into non-botanical categories, including peptides, organic salts, and chemical compounds.
