China’s New Cosmetic Ingredients: Key Regulations Since 2021

Since 2021, China has implemented the new Cosmetic Supervision and Administration Regulation (CSAR). Under this regulation, cosmetic ingredients are classified into existing cosmetic ingredients and new cosmetic ingredients. New cosmetic ingredients must undergo registration or notification(filing) before they can be used in cosmetic products. Since 2021, regulatory authorities such as China National Medical Products Administration (NMPA) and China National Institutes for Food and Drug Control (NIFDC) have released several regulations related to new cosmetic ingredients. Notably, this year has seen a series of important regulations and guidelines that mark a shift toward more refined and scientific regulatory oversight in China’s industry.

 

In this article, ZMUni Compliance Centre will review the progress of cosmetic regulations from 2021 to the present.

In 2021, six new ingredient notifications were completed, followed by 42 in 2022, 69 in 2023, and 78 in 2024 (as of November 11, 2024), demonstrating significant growth year over year. While chemically synthesized ingredients continue to dominate notifications, policy support and technological advancements have also driven a steady increase in plant-based and bio-based ingredient notifications. This momentum in ingredient innovation is further underscored by recent regulatory milestones, with China’s NMPA approving its first registered new cosmetic ingredient under the CSAR.

 

On November 4, 2024, China’s National Medical Products Administration (NMPA) approved the registration of Isobutylamido Thiazolyl Resorcinol (Thiamidol 630). This breakthrough highlights the beginning of a golden era in China’s special cosmetics sector. The approval of a novel whitening agent after a 12-year gap is expected to greatly stimulate the market’s enthusiasm and dynamism for ingredient innovation and registration, driving iterative upgrades in ingredient application.
