🔹China responded to public consultation on the joint health function claim for health foods
On July 2, 2025, China's State Administration for Market Regulation (SAMR) released feedback on the draft functional claim "Aids in Maintaining Joint Health" under the Catalog of Permitted Health Claims for Health Foods. A total of 61 public comments collected from April 16 to June 2 were reviewed, and reasonable suggestions have been adopted. The next steps will follow regulatory procedures.
🔹Taiwan added "Joint Health" as a recognized health function for health foods
On July 3, 2025, the Taiwan Food and Drug Administration officially updated the Items of Health Care Effects According to the Health Food Control Act, adding "Joint Health (Knee)" as the 14th recognized health function.
🔹China launched an evaluation for inclusion of three substances in health food notification catalogue
On July 21, 2025, China SAMR commissioned the Chinese Nutrition Society to launch a comprehensive four-dimensional evaluation of inulin, fructo-oligosaccharides (FOS), and resistant dextrin for their inclusion in the Catalog of Health Food Notification. The evaluation is expected to be completed by the end of October.

On July 25, 2025, China's National Health Commission issued the 2025 National Food Safety Standards Project Plan, covering a total of 44 food-related standards. Among them, 21 are new standards to be developed, while the rest are revisions of existing ones. In terms of classification, the plan includes: 1 general standard for food claims, 11 for food additives, 4 for food products, 1 for production and operation specifications, 1 for food-related products, 13 for physicochemical testing methods and procedures, 9 for microbiological testing methods and procedures, 1 for toxicological evaluation methods, and 3 for nutritional fortification substances.
On July 17, 2025, the General Administration of Customs of China (GACC) released the list of non-compliant imported food in June 2025. A total of 485 batches of non-compliant imported food were detected at ports across the country in May, due to issues related to safety and hygiene, labeling, and food additives. 🔹EU approved health claim for green kiwifruit
On July 30, 2025, the European Commission adopted Implementing Regulation (EU) 2025/1560, officially authorizing a health claim for green kiwifruit (Actinidia deliciosa “Hayward”). The approved claim reads:“Consumption of green kiwifruit contributes to normal bowel function by increasing stool frequency.”This claim applies only to fresh green kiwifruit, either whole or peeled and/or cut, with an intake of at least 200 g of fruit flesh per day, consistent with scientific substantiation and EFSA's positive evaluation.

Schizochytrium limacinum (ATCC-20889) Oil Authorized for Infant Formula Use
On July 23, 2025, the Commission adopted Implementing Regulation (EU) 2025/1515, authorizing Schizochytrium limacinum (ATCC-20889) oil as a novel food and amending Regulation (EU) 2017/2470. The application was submitted by BioPlus Life Sciences on May 24, 2023. Under Article 27(1) of Regulation (EU) 2015/2283, the applicant has exclusive rights to market this oil for five years. The oil is approved for use in infant and follow-on formula as defined in Regulation (EU) 609/2013.

Clarifications on Use Levels of DHA/EPA and 3-FL in Specific Food Categories
On July 29, 2025, the Commission adopted Implementing Regulation (EU) 2025/1549, amending two prior regulations:
(1) Regulation (EU) 2017/2470: Sets the use level of DHA- and EPA-rich oil from Schizochytrium sp. in food supplements for children aged 18 months to 18 years at 250 mg/day.

Phytosterol Specification Adjusted - Maximum Level Increased
On July 22, 2025, the Commission adopted Implementing Regulation (EU) 2025/1509, amending Regulation (EU) 2017/2470 by increasing the maximum allowed content of "other sterols/stanols" in plant sterol/stanol products from 3.0% to less than 7.0%. 1. EFSA Published Three Scientific Opinions on Novel Foods in July 2025:
Inulin Propionate Ester: Given that propionic acid and its salts were previously assessed by the EFSA ANS Panel (2014) and extensive safety data exist for inulin, the panel concluded that genotoxicity and subchronic toxicity studies are not required for this novel food. Under the proposed use conditions, inulin propionate ester is considered safe for the general population.

In July, EFSA published 10 opinions primarily related to food enzymes. One notable reassessment concerns neotame (E 961) as a food additive: based on 52-week chronic and 104-week carcinogenicity studies in rats, the no observed adverse effect level (NOAEL) was determined as 1000 mg/kg bw/day, leading the panel to recommend an acceptable daily intake (ADI) of 10 mg/kg bw/day—significantly higher than the current EU ADI of 2 mg/kg bw/day. The panel suggests the European Commission consider revising neotame’s EU specifications accordingly.

🔹FDA approved Gardenia Blue as new color additive
On July 14, 2025, the U.S. Food and Drug Administration (FDA) approved Gardenia Blue Interest Group’s (GBIG) petition to use genipin-derived gardenia blue as a color additive in a wide range of food products. Its use must comply with Good Manufacturing Practice (GMP) requirements. This marks the fourth natural-source food color approved by the FDA in the past two months.

🔹Australia TGA proposed amendments on Vitamin B6 scheduling
