Previously, the Chinese government had imposed regulatory requirements on products containing triethanolamine, including cosmetics, as part of chemical risk control. These requirements involved obtaining approvals for importing and exporting controlled chemicals, as well as acquiring licenses for dual-use items and technology import and export.
