On November 15, 2024, the Chinese National Institutes for Food and Drug Control (NIFDC) released a notice to solicit public comments on Ingredient Usage Information of Marketed Products ( Revised Draft for Comments). Comments are welcomed until November 30, 2024, and companies can submit their feedback forms and supporting materials via email to hzpylfjw@nifdc.org.cn.
Earlier, on April 30, 2024, China NIFDC published seven technical guidelines related to cosmetic safety assessments, including three specifically focused on ingredient data usage: Guidelines for the Use of Cosmetic Ingredient Data, Ingredient Usage Information of Marketed Products, and Index of Cosmetic Safety Assessments by International Authorities. Compared to the current Ingredient Usage Information of Marketed Products, the Draft introduces the following updates:
A) Expansion of scope: The coverage has been broadened from special cosmetics to include general cosmetics. The number of included ingredients has increased by 1,344, reaching a total of 3,578. Additionally, usage information has grown to 5,240 entries, making the content more comprehensive and detailed.
B) Introduction of reference principles: Scientifically grounded reference principles for different application sites and usage methods have been added, enhancing data usability while considering safety assessment factors.
C) Increased permissible usage levels: For previously included ingredients, their allowable usage levels have been significantly raised in the revised draft.
D) Growth in plant-derived ingredients: Among the 1,344 newly added ingredients, more than half—approximately 700—are plant-based. This development is especially promising for companies prioritizing plant-derived raw materials.
It is important to note that for ingredients with types or usage levels exceeding the scope of the Draft, cosmetic notifiers who have conducted evaluations in line with the Technical Guidelines for Cosmetic Safety Assessment (2021 Edition) may submit relevant materials during the public consultation period as required. This offers companies a valuable opportunity to upgrade their internal assessment conclusions to officially recognized outcomes.
