China's NCI Approval Updates (May 10 - 20, 2025): Fermentation Filtrate-Based Ingredient

As of May 20, 2025, data from China's National Medical Products Administration(NMPA)'s official website shows that 1 new cosmetic ingredient has completed registration, and 259 have completed notification(including 6 cancellations and 7 withdrawals). Among them, 6 were notified in 2021, 42 in 2022, 69 in 2023, 90 in 2024, and 52 in 2025.

 

From May 10 to 20, 2025, 4 new cosmetic ingredients were notified with the China National Medical Products Administration (NMPA). They include:

The technical requirements for the 4 new cosmetic ingredients mentioned above have not been disclosed, and they have not yet entered the safety monitoring period.

 

Camellia Chekiangoleosa Seed Oil

 

Camellia chekiangoleosa is an evergreen species in the Theaceae family, native to China and primarily distributed in the southeastern provinces of Zhejiang, Fujian, Jiangxi, and Guangdong, with the name "chekiangoleosa" reflecting its strong association with Zhejiang (formerly romanized as "Chekiang").

 

Camellia chekiangoleosa Seed Oil is listed in the Personal Care Products Council (PCPC) INCI directory, where it is recognized for its functions as a Hair Conditioning Agent and a Skin Conditioning Agent – Miscellaneous. 

 

The notifier, Forest Cabin, is one of the earliest skincare brands to promote Camellia chekiangoleosa (red camellia) as a core skincare ingredient. Its signature product, the Camellia Repair Essence Oil, focuses on repairing the skin barrier, providing antioxidant protection, and reducing fine lines and wrinkles. Since its launch, the product has undergone several formula upgrades and has sold over 30 million bottles to date.

Fermentation Filtrate-Based Ingredient

 

  • Notification 20250050

 

Notification 20250050 was submitted by GALENIC COSMETICS LABORATORY SAS (France). The ingredient is a ferment filtrate extract derived from Bifidobacterium longum subsp. infantis, a commonly used probiotic strain. It is obtained through lactose fermentation and holds potential application value in the food, cosmetic, and pharmaceutical industries.

 

  • Notification 20250051

 

Notification 20250051 was submitted by a subsidiary jointly established by Bloomage Biotech, Jinan Hi-Tech Holding Group and the local government of Linxia County, Gansu Province. The company focuses on the development of local plateau crops, particularly Pyrus ussuriensis, a regional specialty. Previously, the company had submitted another ingredient related to Pyrus ussuriensis. The current submission is a ferment filtrate derived from Pyrus ussuriensis.

 

N-Acetylneuraminic Acid

N-Acetylneuraminic Acid, also known as Sialic Acid, is a natural sugar found on human cells and in substances such as breast milk and edible bird's nest. It has gained popularity as an active ingredient in cosmetics due to its unique biological benefits.

 

In cosmetics, N-Acetylneuraminic Acid was the first new cosmetic ingredient notified under China's Cosmetic Supervision and Administration Regulation (CSAR) in June 2021. To date, it has been notified four times, three of which have already entered the safety monitoring period—meaning cosmetic products containing N-Acetylneuraminic Acid have completed China NMPA registration or notification.
