On May 13, 2025, the European Commission published Regulation (EU) 2025/877, amending Annexes II and III of Regulation (EC) No 1223/2009 on cosmetic products. This amendment, which was initially notified to the World Trade Organization (WTO) in June 2024 (G/TBT/N/EU/1070), incorporates a new group of substances classified as carcinogenic, mutagenic, or toxic for reproduction (CMR) under Commission Delegated Regulation (EU) 2024/197 into the list of prohibited substances in cosmetics.
The new regulation will apply from September 1, 2025. From that date, cosmetic products containing these substances may no longer be placed or made available on the EU market.
