On March 27, 2025, China National Institutes for Food and Drug Control (NIFDC) released the Technical Guidelines for Updating New Cosmetic Ingredient Notification Informarion (Draft for Comments) for public consultation. The deadline for public feedback is April 15, 2025.
The Draft Guidelines applies to the update of notification information for NCI within their 3-year safety monitoring period, while registered NCI may also refer to this Guidelines. Updates are prohibited within the last six months of the monitoring period, and any identified safety risks must be reported immediately.
The Draft Guidelines categorizes permissible updates into three levels based on risk assessment:
1. Routine updates to self-maintained information.
2. Updates to company-related information, such as changes to the notifier, domestic responsible person, or manufacturer (without altering the production site). These do not impact the ingredient’s production or research data.
3. Updates to ingredient-specific information, including changes or additions to production sites, optimization of manufacturing processes, enhancement of quality standards, extension of the usage period, addition of new usage purposes, and updates to precautionary statements or warning labels.
For companies involved, the clear definition of requirements for different types of information updates reduces the uncertainty in compliance operations.
On the same day, China National Medical Products Administration (NMPA) Cosmetic Standards Committee held its first director-level meeting of 2025 in Beijing. The meeting approved eight cosmetic standards (safety technical specifications) and two mandatory national standard development plans. Additionally, discussions were held on the integration of newly approved NCI into the Inventory of Existing Cosmetic Ingredients in China(2021) after their 3-year safety monitoring period expires.
