On September 23, 2026, China's National Institutes for Drug Control (NIDC) announced a public call for proposals for the development and revision of 2027 Cosmetic Standards Plan.
Organizations and individuals may submit proposals through the Cosmetic Standards Development and Revision Management System on the NIDC website by November 22, 2026. The initiative aims to further improve China's cosmetic standards system in response to regulatory needs and industry developments.
The call identifies five priority areas for future standard development and revision:
Ingredient safety requirements: Updates to standards for prohibited, restricted, and permitted ingredients, with a focus on internationally assessed ingredients and those with established overseas safety records.
Cosmetic ingredient standards: Development of standards for widely used or higher-risk ingredients, China-specific botanical ingredients, and new cosmetic ingredients that have completed at least two years of safety monitoring.
International standardization: Proposals for new ISO standards and the adoption of mature international standards that address industry needs.
Testing methods: Development of new analytical methods for substances that may be illegally added to cosmetics, as well as revision of existing methods where their applicability is limited.
General technical requirements: Standards addressing broader quality and safety requirements for cosmetic products and ingredients.
