On June 21, 2026, China's National Institutes for Food and Drug Control (NIFDC) issued a notice soliciting public comments on two cosmetic testing standards. Comments are invited until August 30, 2026. The two draft standards include Detection of Pseudomonas aeruginosa in Cosmetics and Determination of Ethanol and Other 39 Components in Cosmetics.

Detection of Pseudomonas aeruginosa in Cosmetics

Currently, the main testing methods for Pseudomonas aeruginosa in China include those specified in the Chinese Pharmacopoeia and GB 8538-2022 National Food Safety Standard – Methods for Examination of Drinking Natural Mineral Water.

Internationally, commonly referenced methods for the detection of Pseudomonas aeruginosa include ISO 22717:2015 Cosmetics - Microbiology - Detection of Pseudomonas aeruginosa and USP <62> Microbiological Examination of Nonsterile Products: Tests for Specified Microorganisms.

Determination of Ethanol and Other 39 Components in Cosmetics

No publicly available global standards specifically addressing the determination of ethanol and the other 39 components in cosmetics have been identified.

The relevant information on the 40 components, including their Chinese names, English names, CAS numbers, molecular formulas, relative molecular masses, and purity requirements, is provided below:

The structure and format of the two draft standards mainly follow the microbiological testing methods included in the Safety and Technical Standards for Cosmetics (2015 Edition), facilitating their understanding and application by professionals involved in cosmetic testing.

Upon issuance, the two standards are expected to be incorporated into the Safety and Technical Standards for Cosmetics (2015 Edition), with a proposed transition period of .
