On November 2, 2023, China NMPA released the "Determination of Chlorphenesin Acetate in Cosmetics," which is a supplementary test method for the qualitative and quantitative determination of chlorphenesin acetate in various types of cosmetics such as liquid (water, oil), creams, gels, clays, and film-type products.
On November 10, 2023, China NMPA China NMPA issued a notice regarding the encouragement of innovation and standardized management of new cosmetic ingredients. The notice stipulates that the applicant for the filing of new cosmetic ingredients may voluntarily cancel the filing if any issues are discovered during a self-inspection. The notice also encourages the development of new cosmetic ingredients by combining China's traditional advantageous projects and unique plant resources, and supports the use of modern scientific and technological research for cosmetic ingredients innovation. On November 22, 2023, the "Provisions on the Management of Toothpaste Information" (referred to as the "Provisions" below) was released. In addition to specifying the required filing-related documents for toothpaste, the Provisions also mentioned that when filing for toothpaste, the applicant should submit product inspection reports, including microbiological and physicochemical test reports, toxicology test reports, efficacy evaluation reports, etc. Toothpaste products labeled with phrases such as "suitable for all ages," "for the whole family," or those implying the inclusion of children in the product's target users through trademarks, patterns, homophones, letters, pinyin, numbers, symbols, packaging forms, etc., should be managed as children's toothpaste. On November 23, 2023, the second amendment draft of the national standard GB 23350-2021 "Requirements for Restricting Excessive Packaging of Goods - Food and Cosmetics" was released and seeking for public opinions. Previous discussions on the second amendment draft of the excessive packaging of goods mainly focused on the number of packaging layers, total packaging weight, and the k value for tea.
On November 24th, 2023, the China National Institute of Inspection and Quarantine (CNIIQ) issued a notification seeking public opinions on 20 testing items. Among the inspection methods open for comments, 16 of them are related to toothpaste, covering pH determination, formaldehyde determination, mercury determination, microbial testing methods, and more. Regarding cosmetics, the notification includes four items: determination methods for dioxane in cosmetics, determination methods for 120 ingredients including dimethyl nitrosamine in cosmetics, technical requirements for sample preparation of toxicological tests on cosmetic ingredients and their products, and acute inhalation toxicity tests.
