| Regional News & Updates
On June 4, 2024, the Guangzhou Administration for Market Regulation released the 62nd "FAQs on Registration of General Cosmetics," providing explanations on the classification management of safety evaluation data, the safety evaluation of formula ingredients, and how to correctly understand salicylic acid; On June 7, the administration released the "FAQs on Registration of General Cosmetics" (Vol.63), which focused on special requirements for filing entrusted production.
On June 17, 2024, the Guangdong Municipal Medical Products Administration released an article titled "How to Safely Use Sunscreen Sprays," addressing the safety risks associated with the improper use of sunscreen spray cosmetics, guiding the correct usage of sunscreen sprays, and discusses whether children should use sunscreen sprays.
The Fujian Municipal Medical Products Administration has announced a list of general cosmetic products whose filings have been canceled due to failing to submit the 2023 annual report. In total, 21 companies with 125 products have had their registrations canceled, including a variety of categories such as serums, cleansers, masks, and lyophilized powders.
| Administrative Penalty
On June 3, 2024, the General Administration of Customs published the list of non-compliant imported cosmetics in April 2024. The Atelier Cologne Fragrance Gaïac Eternel imported by Wangfujing Group Co., Ltd. was not allowed to be imported due to failure to provide the required certificates or qualification documents.
International Cosmetic Regulatory Updates
| Europe
On June 24, 2024, the European Commission submitted notification G/TBT/N/EU/1070 to the World Trade Organization (WTO), proposing amendments to the prohibited and restricted ingredients lists of Regulation (EC) No 1223/2009 (Cosmetics Regulation) in response to newly classified CMR substances (those classified as carcinogenic, mutagenic or toxic for reproduction) in Commission Delegated Regulation (EU) 2024/197. The draft is currently open for comments until August 23, 2024, and scheduled to take effect on September 1, 2025.1. See the the original notification for details.

On June 19, 2024, Malaysia National Pharmaceutical Regulatory Agency (NPRA) released Circular No. 2/2024 Information on the Updated Status of Ingredients in the Annex of the Guidelines for Control of Cosmetic Products in Malaysia. The amendments align with the amendments made to the ingredient annexes of the ASEAN Cosmetic Directive (ACD) during the 39th ASEAN Cosmetic Committee (ACC) meeting. On June 26, 2024, Taiwan's Food and Drug Administration (TFDA), under the Ministry of Health and Welfare, announced the types of cosmetics that must complete product registration. According to the new regulations, starting from July 1, 2024, all cosmetics produced in manufacturing facilities that do not require factory registration, except for solid handmade soaps, must undergo product registration. This policy marks the termination of the registration system for specific-purpose cosmetics, which include products for sun protection, hair dyeing, perming, antiperspirant and deodorant, teeth whitening, and other purposes.
