China Cosmetic Last Week: Nov.19-Nov.25, 2023

Regulation Focus

1. Last week, the China National Medical Products Administration (NMPA) assigned filing numbers to three new cosmetic ingredients. The specific details are as follows:

Isomaltooligosaccharide

  • Filing No.: 20230051
  • Provided by: P2 Science
  • Intended Use: Moisturizer
  • Notes: Applicable for various skincare cosmetics (excluding spray products); recommended maximum usage amount is 60%.

Bis-Polycitronellyl Azelate

  • Filing No.: 20230052
  • Provided by: P2 Science
  • Intended Use: Hair conditioner, moisturizer
  • Notes: Applicable for various haircare and skincare cosmetics (excluding spray products); recommended maximum usage amount is 50%.

Silicone Quaternium-16/Glycidoxy Dimethicone Crosspolymer

  • Filing No.: 20230053
  • Provided by: Dow
  • Intended Use: Hair styling, hair conditioner
  • Notes: Applicable for styling, shampoo, conditioner, hair mask, hair dye products (excluding inhalation-related applications); recommended maximum usage amount is 0.1-2%.

So far, a total of 101 new cosmetic ingredients have been filed under the system in China.

2. On November 22nd, the China National Medical Products Administration (NMPA) released the "Provisions on the Management of Toothpaste Filing Information". These provisions will come into effect on December 1st, 2023. For more information, refer to ZMUni News.

3. On November 24th, the China National Institute of Inspection and Quarantine (CNIIQ) issued a notification seeking public opinions on 20 testing items. Among the inspection methods open for comments, 16 of them are related to toothpaste, covering pH determination, formaldehyde determination, mercury determination, microbial testing methods, and more. Regarding cosmetics, the notification includes four items: determination methods for dioxane in cosmetics, determination methods for 120 ingredients including dimethyl nitrosamine in cosmetics, technical requirements for sample preparation of toxicological tests on cosmetic ingredients and their products, and acute inhalation toxicity tests. Market Focus

1. On November 16th, MECCA, an Australian beauty retail brand, announced simultaneously on its official Weibo account and Tmall Global flagship store that its Tmall Global flagship store will cease operations. The flagship store will stop accepting orders at 24:00 on November 30th. The Tmall Global flagship store is reported to be the only official sales channel for MECCA in the Chinese market. MECCA, founded in Melbourne in 1997, offers a range of retail categories, including skincare, makeup, body care, hair care, fragrance, and wellness. On August 19th, 2020, it officially entered the Chinese market through Tmall, expanding its presence to a second overseas market.

2. On November 18th, Alibaba acquired a minority stake in Hasaki, a Vietnamese cosmetics and beauty retail chain. Public information indicates that Hasaki, established in 2016, is one of the most popular beauty retail chains in Vietnam, with 140 physical stores and an online platform.

3. On November 23rd, it was announced that Chengdu Gechun Biomedical Co., Ltd. (referred to as "Gechun Biomedical") recently completed a Series A financing round of nearly 100 million yuan. Gechun Biomedical's core products include domestically produced bosentan, plant extracts, synthetic peptides, and more.
