China Enables Simultaneous Submission for New Cosmetic Ingredients and Associated Special Cosmetics

On May 9, 2025, the National Institutes for Food and Drug Control (NIFDC) launched an enhanced version of the Cosmetics Smart Submission and Review System. This system upgrade, developed in alignment with the Several Provisions on Supporting Cosmetic Ingredient Innovation issued in February 2025, aims to streamline the evaluation and approval procedures for both new cosmetic ingredients (NCIs) and their associated special cosmetics.

 

A major highlight of the update is the newly added function that allows registrants or notifiers to submit NCIs and related special cosmetics simultaneously, effectively reducing procedural delays. To support this, the system now automatically generates a Unique Identifier for New Cosmetic Ingredients (“新原料唯一标识号” in Chinese) at the time of initial submission. This identifier will be required for the subsequent registration of related cosmetic products.
