On May 31, 2024, the China National Institutes for Food and Drug Control (NIFDC) issued a notice to solicit public comments on two technical guidelines (drafts): the Guideline for the Study and Determination of the Safety of Historical Use of New Cosmetic Ingredients (Trial) and the Guideline for the Study and Determination of the Safety of Historical Consumption of New Cosmetic Ingredients (Trial).
The Management of New Cosmetic Ingredients Registration and Filing Materials categorizes new cosmetic ingredients (NCIs) into six scenarios based on their function, historical use, and consumption history. It proposes corresponding toxicological testing requirements based on risk management principles.
The Guideline for the Study and Determination of the Safety of Historical Use of New Cosmetic Ingredients (Trial) applies to NCIs under Scenario 3 and Scenario 4 (that is NCIs that can provide sufficient evidence of having a history of safe use in marketed cosmetics for over three years).
The Guideline for the Study and Determination of the Safety of Historical Consumption of New Cosmetic Ingredients (Trial) applies to NCIs under Scenario 5 (that is NCIs with a history of safe consumption.)
