
On October 8, 2026, China's National Medical Products Administration (NMPA) issued an announcement clarifying the implementation requirements for recent revisions to the Safety and Technical Standards for Cosmetics (STSC), aiming to ease compliance and avoid unnecessary retesting.
The revisions cover prohibited, restricted and permitted ingredients, limits for microorganisms and harmful substances, and testing methods. The announcement provides specific guidance for products already registered or notified, as well as those undergoing technical review or awaiting submission.
For existing registered or notified products, where revisions involve testing methods, registrants and notifiers must assess whether their products meet the updated requirements. If compliant, they must update the applicable product standards before the revisions take effect and retain supporting documents, including safety assessments and test reports, for inspection.
However, products registered before the revised requirements take effect are not required to repeat efficacy testing under the updated methods for sun protection, freckle removal and whitening, or hair loss prevention.
For products under technical review or being prepared for submission, test reports from registration or notification testing initiated before the revised requirements take effect may still be used in applications. In addition, products already under technical review may adjust affected prohibited, restricted or permitted ingredients when submitting supplementary materials.
These measures aim to ensure a smooth regulatory transition while reducing compliance costs and application delays.
