China Food Regulatory Updates   In May 2024, the National Health Commission (NHC) of China issued 22 acceptance cases of “three new foods” (new food ingredients, new food additives, and new food-related products).   On May 31, 2024, the China National Institutes for Food and Drug Control (NIFDC) issued a notice to solicit public comments on two technical guidelines (drafts): the Guidelines for Research and Determination of Safe Use History of New Cosmetic Ingredients (Trial) (Draft for Comments) and the Guidelines for Research and Determination of Safe Consumption History of New Cosmetic Ingredients (Trial) (Draft for Comments)。   The Management of New Cosmetic Ingredients Registration and Notification Materials categorizes new cosmetic ingredients (NCIs) into six scenarios based on their function, historical use, and consumption history.   On May 22, 2024, the General Administration of Customs of China (GACC) released the Measures on the Inspection, Supervision, and Administration of Import and Export Cosmetics (Draft for Comment) (hereinafter referred to as Measures). This initiative aims to ensure the quality and safety of imported and exported cosmetics, protect consumer health, and promote the high-quality development of the cosmetics industry.   On May 10, 2024, the China National Medical Products Administration (NMPA) issued a new supplementary testing method: BJH 202402 Determination of Diflurasone Propionate in Cosmetics.   This method outlines the qualitative and quantitative analysis of Diflorasone 17-propionate (CAS No.924726-89-6) and Diflorasone 21-propionate (CAS No. 541502-98-1) in various categories of cosmetics, such as liquid (water, oil), cream and milk, gel, and wax-based products.   Additionally, the document covers various aspects of the testing process, including principles, reagents and materials, equipment requirements, sample preparation and preservation, step-by-step analysis, result calculation, precision and accuracy, as well as the limits of detection and quantification.
