Previously, the Chinese government had imposed regulatory requirements on products containing triethanolamine, including cosmetics, as part of chemical risk control. These requirements involved obtaining approvals for importing and exporting controlled chemicals, as well as acquiring licenses for dual-use items and technology import and export. Additionally, certain bonded warehouses advised against storing cosmetics with triethanolamine for cross-border imports, as they would be unable to process the Dual-Use Items and Technologies Import/Export License during inspections, resulting in the need to return the goods.
Just yesterday (January 25, 2024), the Ministry of Industry and Information Technology, in conjunction with the Ministry of Commerce and the General Administration of Customs, issued a notification regarding the optimization of import and export supervision measures for low-concentration triethanolamine mixtures.
Starting from February 1, 2024, related products with low triethanolamine concentrations will no longer require licenses for dual-use items and technology import and export. These products include non-medical disinfectants, synthetic detergents, and cosmetics with low triethanolamine concentrations.
