China Releases Updated Ingredient Usage Data to Support Cosmetic Safety Assessments

On April 10, 2025, China's National Institutes for Food and Drug Control (NIFDC) released the Information on the Use of Some Ingredients Included in the Index of International Cosmetic Safety Assessment Data, along with a corresponding Q&A.

 

Developed in response to industry needs, this document builds upon the Ingredient Usage Information of Marketed Products released by NIFDC on February 9, 2025. It focuses on ingredients listed in the Index of International Cosmetic Safety Assessment Data that are frequently used in registered or notified cosmetics in China, particularly those lacking definitive safety conclusions or subject to usage restrictions. The update includes practical usage data—covering application sites, methods, and quantities—for 999 ingredients across 2,879 entries.

 

Compared to the draft version of Information on the Use of Some Ingredients Included in the Index of International Cosmetic Safety Assessment Data for public comment published on February 19, which included 979 ingredients and 2,704 entries, the latest version reflects a clear increase in both the number of ingredients and the depth of usage data.

 

To date, including data from the Ingredient Usage Information of Marketed Products, NIFDC has compiled and published actual usage data for 4,607 ingredients, amounting to 10,551 entries—further enhancing data accessibility for both regulatory authorities and industry stakeholders.
