
On August 19, 2026, China's National Institutes for Drug Control (NIDC) made the fifth dynamic adjustment to the Inventory of Existing Cosmetic Ingredients in China (IECIC).
Four new cosmetic ingredients — CETYL DIGLYCERYL TRIS(TRIMETHYLSILOXY)SILYLETHYL DIMETHICONE, NICOTINAMIDE MONONUCLEOTIDE, BAKUCHIOL and AZELAMIDOPROPYL DIMETHYL AMINE — have completed their three-year safety monitoring period. Following an assessment confirming compliance with the Cosmetic Supervision and Administration Regulation (CSAR) and other applicable requirements, they have been added to List II of the IECIC.
For companies, inclusion in List II means that these ingredients have transitioned from "new cosmetic ingredients" to "existing cosmetic ingredients", providing greater flexibility and certainty in compliance, formulation development, cost control, and product launch.


It is important to note that the safe use level specified for an ingredient in List II of the IECIC is not equivalent to the maximum permitted concentration specified in applicable regulations or standards.
Exceeding the specified safe use level does not necessarily mean that the finished cosmetic product is unsafe. Conversely, using the ingredient below the specified safe use level does not, by itself, guarantee the safety of the finished product.
