China Issues New Industry Standard for Cosmetic Product Standards

On August 24, 2026, China's National Medical Products Administration (NMPA) issued the cosmetics industry standard YY/T 10006—2026, General Technical Requirements for Cosmetic Product Standards. The standard will take effect on January 1, 2027.

 

The standard aims to establish a unified framework for developing cosmetic product standards, including rules for product classification and baseline technical requirements.

 

Given the diversity of cosmetic products and the overlap of factors such as product form, manufacturing process, intended efficacy, application site, and method of use, product categories must be clearly defined when developing product standards.

 

The standard requires cosmetic product standards to:

 

  • Clearly define applicable product categories using distinct and unambiguous descriptions.

  • Set appropriate technical requirements and key indicators based on the characteristics of each product category.

  • Avoid unclear or overlapping categories that could cause confusion during implementation. For example, leave-on hair cleansing products differ from conventional hair cleansing products in their method of use and product form, and therefore should be covered by separate product standards.

 

Product standards should also address key quality and safety elements throughout the product lifecycle, including raw materials, technical specifications, testing rules, net content, labeling, shelf life, packaging, transportation, and storage.
