
On July 10, 2026, China's National Medical Products Administration (NMPA) announced the expansion of the second phase of its personalized cosmetics pilot program. Starting August 1, 2026, eight additional regions - Liaoning, Jiangsu, Anhui, Fujian, Jiangxi, Hubei, Sichuan, and Xinjiang - will be included in the pilot program, with the pilot period running until September 30, 2027.
The personalized cosmetics pilot program was initially launched in 2022, with the first phase covering five regions. In September 2025, NMPA initiated the second phase of the pilot program, expanding the scope to 15 regions and allowing eligible enterprises to provide on-site personalized services for notified general cosmetics.
With this latest expansion, the second phase pilot program now covers 23 regions, further demonstrating China's continued exploration of personalized cosmetics service models.
