From July 21 to 31, a total of five new cosmetic ingredients completed notification with China's National Medical Products Administration (NMPA). The technical requirements for all related NCIs have not yet been publicly disclosed. Notably, four of the five notified NCIs are peptides, comprising three cyclic peptides and one polypeptide.
3'-Sialyllactose sodium salt (3'-SL) is composed of N-acetylneuraminic acid (Neu5Ac, also known as sialic acid), galactose, and glucose. As a human milk oligosaccharide (HMO), 3'-SL has been approved by authorities such as the US and EU for use in infant formula and other food categories. It can be added to infant milk powders as well as adult nutritional products.
The filer, Beijing Huaxi Lingfutang Technology Development Co., Ltd. is a wholly owned subsidiary of Bloomage Biotech. Leveraging Bloomage’s strengths in synthetic biology R&D innovation and industrial commercialization, the company focuses on cutting-edge research and mechanistic studies in nutrition science and gut health.
This ingredient was filed by RéVive Skincare Laboratory Co., Ltd. (RéVive Skincare). Founded in 1997 by American plastic surgeon Dr. Gregory Bays Brown, RéVive Skincare originated from his research in burn wound healing and later incorporated EGF-inspired biotechnology into the development of advanced anti-aging skincare products.
RéVive Skincare has completed the notification of three NCIs in China. The other two notified ingredients are:
Pentapeptide-130 AEEA-AEEA Tetrapeptide-150 (No. 20260128);
Pentapeptide-129 AEEA-AEEA Tetrapeptide-10 (No. 20260040).
This ingredient features high structural stability and outstanding skincare efficacy, further expanding the application potential of cyclic peptides in skin protection while offering an alternative to conventional linear peptides with enhanced stability.

Established in 2010, the company serves as the intelligent manufacturing hub for several of Chicmax's flagship brands, including Kans, One Leaf, Red Elephant, and Kansof.
To date, Shanghai Zhongyi Daily Chemical has completed the notification of three NCIs in China, all of which are cyclic peptides.
